You need a speech model or someone who can help you start with short utterances.

You copy and mimic what he/she says with very slow speech.

You then create 2 or 3 word phrases by yourself at the same slow speed and making sure there is a short rest between each word.

You gradually speak in longer phrases and sentences until there is carry over or automatic speech.

We learn to speak by interacting with a model.  That's what a baby does with his/her mom.
